EU has opened the access of CBAM portal for the non-EU country exporters. Which means, those Indian companies, who were exporting to EU based companies the CBAM goods (identified products of Steel, Aluminum and Fertilizer industries), can now open their account in ‘EU access’ and access the CBAM portal. They can upload their CBAM data, i.e. the ‘Specific Embedded emission’ values of their product, to the portal and allow their EU based customers to directly access it.

Background:

EU came up with a Carbon Border Adjustment Mechanism (CBAM) in later part of 2023, where they asked the EU based importers of certain products (called CBAM goods) to report their imported product’s Carbon emissions made in their producing country outside the EU. This data was supposed to be reported every quarter in CBAM registry by the importer’s declarant body.

As a result of this regulation, the importers started asking the Specific carbon emissions data from their suppliers in non-EU exporting countries. Naturally, Indian exporters of CBAM goods also got impacted, and they had to submit the same report to each of their EU importers separately, every quarter.

This entire exercise had a number of repetitive works. Exporters were calculating the CBAM data for each product exported to the EU every quarter and sharing the same with their respective EU-based customers. Every customer who were receiving the data were uploading in CBAM portal. Sometimes the same products going to several customers resulted in uploading the same data from every importer separately.

Current development in CBAM:

The EU has provided an option for the non-EU country-based companies to have access to CBAM portal. They can open their account in this portal and upload their CBAM data (direct and indirect specific embedded emissions of products exported to EU) -for each product separately for each installation. They can choose which data to share with which customer. For this, they required the Customer’s EORI (Economic Operators Registration and Identification) number. Once the permission is given by exporter to their EU based customer to see the CBAM data, the customer can receive this information directly into their account in CBAM portal. The exporter also has a choice how much information they want to share with public and how much data to share with their respective customers. GDPR rules are followed to protect the data and information shared by the exporters in the CBAM portal.

Benefits of CBAM:

This process has significantly simplified the CBAM reporting process for the EU based CBAM goods importers. Their regular hassles on correspondence with the non-EU based suppliers, getting the CBAM data for each CBAM good imported, uploading the same data to CBAM portal etc. will all be reduced to a minimum check and uploading process. Possibility of human error, follow up delay also comes down. Verified data uploading will also help them to reduce process delays to buy CBAM certificate when the trading process starts.

The exporters also get relief from individual correspondence with different customers on the various products they exported. Beyond streamlining the data sharing process, it helps in improving competitiveness in EU markets, avoiding trade barriers, increasing transparency and credibility.
