Equivalent Certification Accreditations for Public Works in HK

To strengthen quality management in public works projects, the HK Development Bureau (DEVB) requires certain groups of consultants and contractors to hold an ISO 9001 quality management system certification with a recognized accreditation.

As listed on its webpage (https://www.devb.gov.hk/en/construction_sector_matters/other_information/index.html), Development Bureau accepts accreditations of HKAS or equivalent. The equivalent accreditation bodies include the members of the International Accreditation Forum Multilateral Recognition Arrangement (IAF MLA), such as ANAB and DAkkS.

ANAB, DAkkS and HKAS are in the reciprocal agreement of IAF MLA, and these are accepted by Development Bureau as equivalent to HKAS for these certifications.

The publishment of such information by Development Bureau does help clarify the requirement and avoid misunderstanding in the industry.
