The Labour Department (LD) of Hong Kong has responded to the recent surge in fatal and serious work accidents in the construction industry by establishing Special Task Forces dedicated to inspecting and enforcing safety measures at construction sites. These task forces have been operational since late November and have focused on sites involving new works and high-risk processes.

According to information released by the government, the Special Task Forces conducted inspections at over 100 construction sites across the territory between November 29 and December 8. These inspections resulted in the issuance of more than 150 improvement notices and suspension notices. Notably, lifting operations involving cranes were suspended at two construction sites. The LD also initiated approximately 120 prosecutions, primarily related to work at height, lifting operations, personal protective equipment, and electrical work.

Moving forward, the LD will continue to conduct rigorous inspections and enforcement actions at construction sites. Any violations of occupational safety and health (OSH) legislation will be met with appropriate actions under the law. Furthermore, the LD is actively engaged in a new round of public outreach to disseminate OSH messages through various channels. This initiative aims to remind employers and employees of their responsibilities, enhance safety awareness among workers and frontline supervisors, and foster a culture of occupational safety and health in the construction industry.

In this blog post, we will explore how ISO 45001, an internationally recognized standard for occupational health and safety management systems, can further enhance safety practices in the construction industry.

The Government spares no effort in ensuring construction site safety through inspection and enforcement, publicity and promotion, as well as education and training. Not only the Government, employers and employees also have the responsibility to ensure OSH of construction workers. Everyone should take one step forward.

Mr Chris Sun The Secretary for Labour and Welfare

ISO 45001: A Framework for Ensuring Work Safety:

ISO 45001 provides organizations with a comprehensive framework for managing occupational health and safety risks. By implementing this standard, construction companies can establish a systematic approach to identify potential hazards, assess risks, and implement appropriate controls to safeguard the well-being of workers. ISO 45001 emphasizes the involvement of all stakeholders, from management to frontline workers, in creating a culture of safety and continuous improvement.

Integration of ISO 45001 in Construction Safety Management:

Adopting ISO 45001 can complement the LD's efforts by providing construction companies with a structured framework to effectively manage work safety. The standard emphasizes the need for hazard identification and risk assessment, enabling organizations to identify potential safety hazards specific to their construction projects. By implementing adequate controls, such as robust safety protocols, regular inspections, and training programs, construction companies can proactively mitigate risks and prevent accidents.

The Importance of Worker Awareness and Training:

Workers themselves are vital stakeholders in maintaining work safety. They must raise their safety awareness, continually update their knowledge through relevant training programs (such as the Green Card courses), and remain vigilant at all times.

Building a Culture of Safety

By implementing measures to prioritize occupational safety and health (OSH), such as the extensive inspections conducted by the LD's Special Task Forces and the enforcement actions taken, the government is actively working towards creating a safer working environment and protecting the well-being of construction workers. These efforts align with the principles and requirements of ISO 45001, an internationally recognized standard for occupational health and safety management systems.

ISO 45001 emphasizes the establishment of a systematic approach to identify and manage occupational health and safety risks. The LD's initiatives, including the issuance of improvement notices and suspension notices, demonstrate their commitment to enforcing safety regulations and addressing safety breaches in accordance with the standards set by ISO 45001. Moreover, the initiation of prosecutions for safety violations underscores the seriousness with which safety breaches are treated, aligning with the standard's emphasis on compliance and continuous improvement.

By incorporating ISO 45001 principles into its safety initiatives, the LD is fostering a culture of safety and vigilance in the construction industry. Continuous efforts in OSH promotion, education, and enforcement not only align with ISO 45001 requirements but also contribute to building a sustainable culture of work safety. These proactive measures, combined with ISO 45001 certification, can further enhance the credibility and effectiveness of the LD's initiatives, as well as promote a safer and healthier working environment for construction workers.
