Hong Kong and Mainland China reopen border with 60,000 quota from Jan 8, 2023, as the first phase of quarantine-free arrangement between two regions.

Hong Kong and Mainland China Reopen Border

Starting from January 8, 2023, up to 60,000 non-Chinese-Mainland residents can go north into Mainland China and 60,000 non-Hong Kong residents can go south into HK every day. Seven control points (ports) will be opened initially. In order to facilitate the travel arrangements of our customers and other relevant parties, we hereby provide some reference information.

Customs

There is no daily limit on the number of people at the sea, air and bridge ports, namely the Hong Kong-Macau Ferry Terminal, the China-Hong Kong Ferry Terminal, the airport, and the Hong Kong-Zhuhai-Macao Bridge. Based on their transport capacity, it is estimated that the daily one-way transport capacity can be about 10,000 people.

In terms of land ports, the Shenzhen Bay, Man Kam To, and Lok Ma Chau branch line will have a limit on the number of people. The total daily number of people going north and south is 50,000 respectively, including 10,000 in Shenzhen Bay; 5,000 in Man Kam To; 35,000 in Lok Ma Chau, and an one-way quota of 1,000 for passenger cars traveling between Hong Kong, Zhuhai and Macau.

Appointment System

Hong Kong residents traveling north and non-Hong Kong residents traveling south via the Shenzhen Bay, Man Kam To, and Lok Ma Chau branch line need to make an appointment through an online system. There is no restriction on the number of Hong Kong people going south in the Mainland, or mainlanders in Hong Kong going north.

    - Each person can make an appointment for a maximum of 4 places at a time.
    - Each person can keep no more than one valid appointment.

CoViD-19 Testing

At arrival of the custom of the destination, people from these two regions need to present a negative nucleic acid test certificate within 48 hours.

For travelling, you shall use an travel document  (such as Home Return Permit for a HK citizen to Mainland China) for the testing certificate.

Health Declaration

When entering the mainland, you need to fill in a health declaration card. If the declaration is negative, you can enter the mainland without restrictions.

Control Point Operation Hours

The control points listed above will resume their pre-epidemic operating hours. Among them, the airport, the Hong Kong-Macau Ferry Terminal, and the Hong Kong-Zhuhai-Macao Bridge Port will all operate 24 hours a day;

the China-Hong Kong Ferry Terminal, Shenzhen Bay Port, Man Kam To Port, and Lok Ma Chau Branch Line Port will resume operations until late at night and early in the morning.

After the Lunar New Year, cross-border students can participate in face-to-face classes, without making online appointments.

In addition, high-speed rail service will resume operations from January 15, 2023, which requires no appointment for crossing borders.
