Funding support can be offered on a 1:1 matching basis between the Government and SMEs, covering up to 50% of the total project cost or a maximum of HKD 50,000, whichever amount is lower.
Objective of DTSPP
The Programme aims to accelerate the digital transformation of SMEs by offering subsidies on a 1:1 matching basis for the adoption of pre-assessed off-the-shelf digital solutions in specific categories.
The targeted solution categories for the Programme are as follows:
- Digital Payment Solutions and Shopfront Sales
This category assists businesses in automating their payment and calculation processes, enabling electronic payments to create new payment channels. It may also include in-store self-service sales options, such as self-ordering systems and vending machines. These systems can automatically generate reports based on marketing data, helping enterprises analyze their operations and make informed business decisions.
- Online Promotion
This category focuses on developing company websites and social media pages, as well as promoting businesses through online search engines and social media platforms.
- Customer Management and Loyalty Solutions
This category includes systems that support sales promotion initiatives, such as electronic membership programs and digital coupons. These systems may offer functionalities like customer support, case management, and knowledge bases, along with reporting capabilities to help enterprises effectively view, analyze, and manage sales activities, targets, potential customers, and follow-up tasks. This enables businesses to enhance interactions with existing and prospective customers while centrally storing customer information and contact records.
Scope of DTSPP
- The Programme offers funding support to SMEs for adopting pre-assessed solution packages listed in the Solution List.
- Eligible expenses include the purchase, rental, or subscription of equipment, hardware, software, and other assets that are essential to the solution package, subject to the following conditions:
- Ownership and rights to any new equipment, hardware, software, and other assets acquired with Programme funds will belong to the applicant.
- All items purchased, procured, or leased with Programme funds must be authorized products and should not infringe on third-party intellectual property rights.
- The applicant will bear all risks associated with using the equipment, hardware, software, and other assets.
- The approved solution must be deployed and ready for use within nine months of application approval. For subscription-based solutions, funding support is available for up to two years of the subscription period.
Funding Application Process
Once the funding application is approved, applicants must pay their matching share for the adopted solution and submit required documents through the Programme’s website (e.g., Sales and Purchase or Services Agreement, Invoice, and Payment Receipt from the Solution Provider). This step is necessary to apply for the release of the “First Disbursement” (50% of the approved funding) to the solution provider from Cyberport. The remaining funding amount (the “Second Disbursement”) will be paid to the solution provider upon Cyberport's approval of the final report.
Contributions in kind or any non-cash considerations arranged by the applicant will not be accepted. Additionally, items included in the approved application cannot receive funding support from other local public funding sources.
Solution Providers
To become a Solution Provider of the DTSPP scheme, Cyberport may request the provider to complete a SRAA or PIA.
