ISO 18788 requires organisations conducting or contracting private security operations to establish, implement, and maintain a management system that demonstrates accountability to laws, respect for human rights, and effective risk management. Key requirements include identifying and assessing security risks, defining roles and responsibilities, ensuring compliance with legal and voluntary commitments, integrating human rights due diligence, setting measurable objectives, and applying the Plan-Do-Check-Act (PDCA) cycle to drive continual improvement. The system must also include documented policies and procedures, regular monitoring and audits, incident response mechanisms, and processes to engage stakeholders and manage impacts on local communities.

The certification audit begins with Stage 1, a system analysis that reviews your documentation, objectives, management review, and internal audit results to confirm readiness.
Stage 2 is the on-site audit, where a DQS auditor evaluates the effectiveness of your management processes against ISO 18788 requirements. Findings are presented in a closing meeting, and if needed, action plans are agreed to address any gaps before certification is granted.
After the certification audit, the results are evaluated by the independent certification board of DQS. You will receive an audit report documenting the audit results. If all standard requirements are met, you will receive the ISO 18788 certificate.
With a view to continuous improvement and the ongoing effectiveness of your quality management system, on-site audits of key components of your system are conducted at least once a year to identify potential for improvement.
An ISO 18788 certificate is valid for a maximum of three years. Recertification is carried out well in advance of expiry to ensure continued compliance with the applicable standard requirements. Upon compliance, a new certificate is issued.
ICoCA is a non-profit organisation dedicated to promoting responsible, ethical, and human rights-compliant practices within the private security industry. Often referred to as the Responsible Security Association, ICoCA was established as a global oversight and accountability mechanism for the sector.
ICoCA works to ensure that private security companies (PSCs) operate in alignment with human rights and international humanitarian law standards. It provides a framework for independent monitoring, reporting, and grievance mechanisms, holding companies accountable for their conduct
To become a certified member of ICoCA, a private security company must first obtain ISO 18788, PSC.1 or ISO 28007 from an ICoCA-accepted certification body, such as DQS. Many clients, including governments, international organisations, and multinational corporations, now rely on ICoCA membership as a critical benchmark when selecting private security providers. For these clients, working with ICoCA-certified companies helps them fulfil their own human rights due diligence obligations and risk management responsibilities. These obligations are only going to increase, with the increasing emergence of corporate accountability legislation such as the EU’s CSDDD.
