The Guideline sets out governance principles and practical recommendations for three categories of stakeholders — Technology Developers, Service Providers, and Service Users — covering everything from data privacy and intellectual property to deepfake prevention and system security.

While the Guideline provides a comprehensive governance compass, it is deliberately principle-based. It tells organizations what they should achieve but leaves the question of how to implement a structured, repeatable, and verifiable management system largely unanswered. This is precisely the gap that ISO/IEC 42001:2023, the world's first certifiable standard for an Artificial Intelligence Management System (AIMS), is designed to fill.

Many organizations deploy AI tools without a structured process to evaluate their potential negative impacts on individuals, groups, or society. Both the DPO Guideline and ISO 42001 (Annex A.5.3) treat this as a foundational requirement, yet it remains the most commonly absent element in practice.

  • Insufficient Data Provenance and Quality Controls

Development teams frequently use publicly available datasets or internal data without rigorously documenting the source, checking for inherent biases, or validating suitability for the specific AI application.   • Undefined Human Oversight Mechanisms

The roles and responsibilities for monitoring AI outputs, intervening in case of failure, and making final decisions are often unclear. The DPO Guideline specifically categorizes AI systems by the level of human oversight required — from collaborative to human-dominated models — yet many organizations have not performed this classification.

  • "Shadow AI" and Unmanaged Third-Party Tools

Employees and departments frequently adopt third-party AI tools without formal approval or risk assessment, creating security and privacy exposures that fall outside existing IT governance. ISO 42001's Annex A.10 specifically addresses third-party and customer relationships involving AI.

  1. Do you have a formal, documented process for assessing the potential societal and individual impacts of your AI systems before deployment? This is the single most important control in both the Guideline and ISO 42001.
  2. Can you trace the data used in your key AI applications back to its source and demonstrate that it was assessed for quality, bias, and suitability? Data provenance is a core requirement under ISO 42001 Annex A.7.
  3. Is there a clear, documented policy defining the level of human oversight required for each AI application, with named individuals responsible for intervention? The DPO Guideline explicitly requires calibrated human oversight.
  4. Have you established cross-functional AI governance responsibilities at the leadership level, rather than delegating AI governance solely to the IT department? ISO 42001 Clause 5 (Leadership) requires top management commitment and defined roles.
  5. Does your current information security framework address AI-specific threats such as data poisoning, prompt injection, and adversarial attacks? If your organization holds ISO 27001, extending to ISO 42001 can close this gap efficiently, with approximately 40% of controls overlapping.
