As a manufacturer of motor vehicles and motor vehicle trailers as well as systems, components and independent technical units for the vehicles in Germany, you must have the relevant type approvals from the German Federal Motor Transport Authority (KBA, Kraftfahrt-Bundesamt) in accordance with road traffic law. The prerequisite for this is the performance of an initial assessment with regularly recurring conformity checks. What are the requirements for KBA certification?

If you commission DQS as a technical service appointed by KBA to issue a certificate supplement (CoP information) as proof of your quality assurance measures, you must have a suitable, certified quality management system, for example in accordance with ISO 9001, VDA 6.1 or IATF 16949, or have such a system certified by us.

Who is KBA certification suitable for?

For all companies that deal with type approval objects: Manufacturers of vehicles, for example passenger cars, light trucks or trucks of any design, require KBA type approval, as do those of work machines, trailers or bodies. Also affected are manufacturers of parts, systems or technical units, for example engines, exhaust systems, brake systems, steering systems, suspension systems, tires, restraint systems.

Furthermore, manufacturers of numerous other parts and systems, such as measuring devices, alarm systems, heaters, tanks, glass parts, lighting equipment or vehicle attachments, etc.

How do I obtain a KBA type approval?

To obtain a KBA type approval, you must have an initial assessment performed. These are measures to check whether a manufactured product complies with the type approval applied for or whether the precautions installed in the company lead to the expectation that the manufactured products comply with the approved products. Further requirements in this regard can be found in the MAB (information sheet on initial assessment) on the KBA homepage.

Even after type approval has been granted and series production has commenced, further measures are required to ensure conformity in line with production.

Type approvals for systems (KBA approvals) can be granted according to regulations for the EU area (EC directives and regulations, EU regulations) and according to UN-ECE regulations (ECE regulations).

Component approvals additionally according to national regulations of the German road traffic regulations (§§ 22 or 22a StVZO).

What are the requirements for an initial evaluation?

An approval object that meets corresponding guidelines, for example ECE R10 "Uniform conditions for the approval of vehicles with regard to electromagnetic compatibility". The Kraftfahrt-Bundesamt (KBA) only makes an initial assessment if there is also an approval object.

What is the KBA certification process?

DQS is designated by the KBA as a "Technical Service" to perform KBA certifications.

In order to obtain a KBA type approval, an initial assessment must be performed in advance. For this purpose, your company must demonstrate how it intends to produce in compliance with the approval and fulfill its obligations as a future approval holder. Specifications for this can be found in the MAB (information sheet on initial assessment) on the KBA website.

If the result of our review is positive, you will receive a corresponding confirmation of conformity in the form of a DQS certificate. This certificate shows compliance with the requirements of ISO 9001, VDA 6.1 or IATF 16949 as well as with the requirements relevant for type approval. The certificate is valid for three years. Annual surveillance audits take place.

What does KBA certification cost?

If you commission DQS as your technical service with the procedure for obtaining a KBA initial assessment, the KBA does not charge any fees. Any other costs you incur in connection with the procedure depend on the specific circumstances of your company.

It is important, for example, whether you already have a suitable, certified quality management system in place, or whether a necessary certification, such as ISO 9001, still has to be obtained.
